1.  That the completion be authorised of an appropriate legal agreement in accordance with the details outlined in this report (and that the completion be authorised of any subsequent minor amendments of such a legal agreement).

2. That the spend be approved from the Capital Programme financed by the of the capital grant of £120,275.79 (£7000.00 – Flixton Road Cycling Park & £113,275.79 – Park Road North / South Modal Filter.

3. That, for the reasons set out in the report, this decision be deemed urgent and not subject to call-in.

To provide a safe walking & cycling route to Urmston Train Station and surrounding amenities with safe cycling facilities for people who want to cycle. By removing the existing barriers, the proposed works will promote sustainable modes of travel to Urmston. The landscape enhancement will make Park Road North / South aesthetically pleasing and would lower the level of maintenance required. The proposed layout will make it easy to access for people with mobility disabilities such as wheelchair users and mobility bike users. The proposed location will consist of improved lighting facilities, new & safer crossing facilities between Flixton Road / Park Road South & Moorside Road & Park Road North.

Do nothing; however the opportunity to improve and address existing concerns outweighs the option to "do nothing": The existing layout does not have a safe route to cycle to Urmston Station from the surrounding communities; existing layout on Park Road North is not aesthetically pleasing & has high maintenance liability due to the foliage which requires regular attention; the existing layout is difficult to access for people with mobility disabilities such as wheelchair users and mobility bike users; the proposed location consists of poor lighting facilities & poor crossing facilities between Flixton Road / Park Road South & Moorside Road & Park Road North. As stated above, the opportunity to make improvements to address the concerns above will improve the amenities and facilities for the local community.
