Purpose:

To seek approval for the Council to undertake the development of a site at Brown Street, Hale which is currently used as a public car park. 

Decision:

(1)        That the due diligence currently undertaken, as set out in the report, be noted.

 

(2)        That the proposal for the re-development of the Council car park, Brown Street, Hale, as set out in the report, be approved.

 

(3)        That the Acting Corporate Director of Economic Growth, Environment and Infrastructure, in consultation with the Director of Legal Services and Democratic Services, be delegated authority to agree the detailed terms of the agreement with the preferred bidder.

 

(4)        That the Director of Legal and Democratic Services be delegated authority to enter into any documents required to implement the above decisions.

Reasons for the decision:

Undertaking a direct development of the site in Hale will maximise the level of resources available to support future capital investment.

 

This delivery model will potentially be replicated on further sites owned by the Council.

Alternative options considered:

The Council could do nothing but this would not provide any resources to support the capital programme. Alternatively, it could consider an outright sale of the asset on the open market, however, this would generate a lesser return for the Council from this investment and would be unlikely to secure the economic development benefits which will flow from the proposed scheme.
