Timperley Metrolink Stop Area Parking Scheme - Proposed Permit Parking Scheme and Associated New/Amended Waiting and Loading Restrictions: Consideration of Objections

Decision Maker: Executive Member for Environmental Services

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Purpose:

The Council has over the years received numerous complaints and representations from residents regarding the parking conditions on roads near the Timperley Metrolink stop. The issues raised are primarily concerns of long stay, weekday, daytime non-resident parking by commuters using the Metrolink to travel to Manchester and Altrincham. Funds were thereby made available by the Council for the design and introduction of parking measures in the area to enhance residential amenity by deterring this undesirable parking.

Consultation exercises have been undertaken by the Council to gauge the level of local support for the introduction of a parking scheme and the objections received have been considered along with all relevant matters referred to by the objectors.

Decision:

1)          That the results of the consultation be noted.

2)          That following careful consideration of the objections and comments received, authorisation be given to make and introduce the Traffic Regulation Order in part; by making an order giving effect to some of the proposals to which the order relates whilst deferring the remainder for a decision in future.

3)          That a future report considering the deferred proposals be submitted within 3 months of the making of the order and that, any subsequent orders be made within 2 years of the advertisement date. The restrictions to be introduced are detailed on schedules 1, 1A and 1B, with schedules 2 and 2A detailing the deferred proposals. The scheme is also illustrated on drawings E8995-01-obj, E8995-02-obj, E8995-03-obj and E8995-04-obj to this report.

4)          That the objectors are notified of the Council’s decision.

Reasons for the decision:

To enable the necessary parking restrictions to be introduced and enforced, to enhance residential amenity, in the interests of highway safety and to discourage obstruction of the highway.

Alternative options considered:

Not introducing the scheme, and/or leaving out the proposed restrictions to which objections have been raised would mean that the ongoing parking issues as reported and as observed will not be addressed. This was considered detrimental to residential amenity, highway safety and would also lead to obstruction for other road users.

Interests and Nature of Interests Declared:

None.
