Purpose:

The Council has been contacted by local residents and Ward Members who have shown concern regarding inconsiderate and unsafe parking and have requested that consideration be given to the introduction of waiting restrictions on the junction of Heyes Lane and Langham Grove to prevent traffic disruptions when buses turn out of Langham Grove onto Heyes Lane and improve safety conditions at the mentioned junction.

Decision:

1.     That the introduction of ‘No waiting at any time’ parking restrictions on the junction of Heyes Lane and Langham Grove, as detailed on drawing number E9021-01, be approved.

 

2.     That formal consultation be carried out with nearby residents at each location and that any objections maintained be reported back for consideration.

 

3.     That authorisation be given to advertise the intention to introduce the Traffic Regulation Order as detailed in the Schedules to this report, and that if no objections are maintained, the Order be made and implemented in whole or in part.

Reasons for the decision:

Introducing the proposed ‘Waiting Restrictions’ on the sections of road identified in the report and shown on drawing number E9021-01 will prevent traffic disruptions when buses turn out of Langham Grove onto Heyes Lane and improve safety conditions at the mentioned junction.

Alternative options considered:

The proposals were subject to an informal consultation with frontages, and comments were received, being four in favour and three against. The scheme has been put forward as the buses are struggling to get down Langham Grove, and the proposed double yellow lines have been slightly extended from the original proposal since, after further considerations, the original proposed extension was not enough to prevent traffic disruptions due to the size of the buses on that route and the geometry of the existing junction. However, the lengths of double yellow line proposed have been kept as minimal as possible necessary to allow for safe bus manoeuvres.
