Decision:

1. That approval be given to the proposed adoption of the Local Restrictions Support Grant (Open) scheme from 1 August 2020 to 4 November 2020 and for future Local Covid Alert Levels (LCAL) 2 and / or 3 restrictions to 31 March 2021 as detailed in the report.

 

2. That the urgency provisions in respect of this decision as detailed in the report be approved.

 

3. That for the reasons set out in the report this decision shall be deemed urgent and not subject to the call in process.

Reasons for the decision:

To put in place a Local Restrictions Support Grant (Open) scheme, making available additional funding to support open businesses under restrictions in Local Covid Alert Levels (LCAL) 2 and 3. This is support for business that are not legally required to close but which are severely impacted by the localising restrictions on socialising and is aimed at hospitality, hotel, bed and breakfast and leisure businesses.

Alternative options considered:

None. Although this is a discretionary funding scheme, the Government guidance makes it clear how local authorities are expected to determine eligibility for funding under the scheme. The funding available to the Council under the scheme is based on Government guidance and spend assumptions. GM Authorities have agreed in principle to align their funding schemes to Government guidance to avoid local variations. The report proposes that Trafford, in line with the GM Authority commitment on this fund, adopts Government guidance principles for the scheme.
