Purpose:

The Council has been contacted by local residents and Ward Members who have shown concern regarding inconsiderate and unsafe parking and have requested that consideration be given to the introduction of waiting restrictions on Ayres Road and associated junctions to prevent the danger and risk that pedestrians, cyclists and other road users may find themselves in.

 

There is a high demand for parking from nearby businesses in this area. The parking consists of vehicles parking inconsiderately on both sides of the road, on and around the junctions of Ayres Road. This type of parking has led to reduced visibility when manoeuvring such junctions which is then causing problems to the movement of traffic. The introduction of waiting restrictions in the form of “no waiting at any time” will prevent this obstructive parking and increase visibility when manoeuvring the junctions of Ayres Road in Stretford.

Decision:

1.     That the introduction of ‘no waiting at any time’ parking restrictions on Ayres Road and associated side roads, as detailed on plans E9019-02 and E9019-03 REV B, be approved.

 

2.     That formal consultation be carried out with nearby residents at each location and that any objections maintained be reported back for consideration.

 

3.     That authorisation be given to advertise the intention to introduce the Traffic Regulation Order, as detailed in the Schedules to the report and that if no objections are maintained, the Order be made and implemented in whole or in part.

Reasons for the decision:

Introducing the proposed ‘Waiting Restrictions’ on the sections of road identified in the report and shown on drawings numbered E9019-02 and E9019-03 REV B will improve visibility to junctions and reduce the danger and risk that pedestrians, cyclists and other road users may find themselves in.

Alternative options considered:

The proposals were subject to an informal consultation with frontages, with minimal comments received and the restrictions have been amended to take into consideration the comments received. It is considered that the scheme proposed is the most appropriate to solve the problems of obstructive parking on and around the junctions identified in the report.
