To note the membership, including Chairman, Vice-Chairman and Opposition Spokesperson, of the Licensing Committee for the Municipal Year 2016/17.

RESOLVED –

(1)        That the Membership of the Committee for the 2016/17 Municipal Year, as appointed at the Annual Meeting of the Council held on 25 May 2016 and set out below, be noted:

Councillors Stephen Anstee, Brotherton, Bunting, Duffield, Freeman (Opposition Spokesperson), Mrs. Haddad, Gratrix, Jarman, Malik, Mitchell (Vice-Chairman), Mrs. Reilly, Sephton, Smith, Stennett, and Whetton (Chairman).

(2)        That Councillor Sharp be thanked for his services to the Committee and the Public Protection Sub-Committee, particularly as Vice-Chairman for the past 4 years.

To note the terms of reference for the Licensing Committee.

RESOLVED: That the Terms of Reference for the Licensing Committee be noted.

To receive and if so determined, to approve as a correct record the minutes of the Licensing Committee meeting held on 28 May 2015.

RESOLVED: That the Minutes of the meeting held on 28 May 2015, be approved as a correct record and signed by the Chairman.

To appoint the membership of the following Sub-Committees and agree their terms of reference:-

        RESOLVED –

(1)    That the Membership of the Public Protection Sub-Committee shall comprise 9 Members (5:4:0), namely Councillors Stephen Anstee, Mitchell (Vice-Chairman), Sephton, Smith, Whetton (Chairman), Duffield, Freeman (opposition Spokesperson), Jarman and Stennett.

(2)    That up to 5 substitute Members (3:2:0) for the Public Protection Sub-Committee be appointed from the membership of the Licensing Committee, namely Councillors Bunting, Mrs. Haddad, Mrs. Reilly, Brotherton and Gratrix.

(3)    That the Terms of Reference for the Public Protection Sub-Committee be approved.

(4)    That the Licensing Sub-Committee be appointed and Chaired in accordance with the protocol set out in the report.

(5)    That the Terms of Reference for the Licensing Sub-Committee be approved.

(6)    That in the forthcoming year, it is anticipated that training sessions for Licensing and Public Protection matters will be held and that all Members will be advised accordingly.

The Committee is requested to appoint the membership of the Safety at Sports Ground Sub-Committee as recommended by Council at its Annual Meeting held on Wednesday 25 May 2016 and agree their terms of reference.

RESOLVED -

(1)    That the Membership of the Safety at Sports Ground Sub-Committee, as recommended by Council at its Annual Meeting held on 25 May 2016, be confirmed as Councillors N. Evans (Chairman), Sephton (Vice-Chairman) and A. Western.

(2)    That the Terms of Reference for the Safety at Sports Ground Sub-Committee be approved.
