APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - CONVICTION THAT EXCEEDS THE SCHEME OF DELEGATION

To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Regulatory Services submitted a report requesting Members to consider an application for the grant of a Private Hire driver’s licence.

The applicant attended the meeting to enable Members to give the matter their full consideration.

The applicant and his Legal Representative answered questions from Sub-Committee Members.

The Sub-Committee considered that his conviction was fifteen months ago and was a serious offence of dishonesty.

The Sub-Committee also considered that he had only very recently been released from prison and was still serving the remainder of his sentence in the community on licence.

The Sub-Committee also felt that despite the information that was provided, there were still a number of unanswered questions which caused them concern and therefore were not satisfied that he was a fit and proper person to hold a Private Hire driver’s licence.

RESOLVED: That Mr. M. I.A’s application for a Private Hire driver’s licence be refused.
