PRIVATE HIRE DRIVER - CONSIDERATION UNDER FIT AND PROPER TEST

To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Regulatory Services submitted a report requesting Members to consider complaints received about the conduct of a Private Hire driver.

The driver gave his version of the incidents and also answered questions from the Sub-Committee.

The Sub-Committee considered the number of allegations made against the driver which involved reports of four separate incidents within the last eight months.  All allegations involved females and alleged inappropriate conduct.

The evidence put forward by Licensing and the driver’s responses to questions about the allegations brought the Sub-Committee to the conclusion that he was not a fit and proper person.

            RESOLVED

(1)          That Mr. S. A was not a fit and proper person to hold a private hire driver’s licence and that his Private Hire driver’s licence should be revoked.

(2)          That in the interests of public safety the revocation should take immediate effect due to the nature of the incidents.
