RESOLVED: That the minutes of the Public Protection Sub-Committee meeting held on 19th October 2017 be approved as a correct record and signed by the Chairman.

EXCLUSION RESOLUTION (REMAINING ITEMS)

Motion (Which may be amended as Members think fit):

 

That the public be excluded from this meeting during consideration of the remaining items on the agenda, because of the likelihood of disclosure of “exempt information” which falls within one or more descriptive category or categories of the Local Government Act 1972, Schedule 12A, as amended by The Local Government (Access to Information) (Variation) Order 2006, and specified on the agenda item or report relating to each such item respectively.

SERIES OF COMPLAINTS REGARDING THE CONDUCT OF A TRAFFORD LICENSED HACKNEY CARRIAGE DRIVER

To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Regulatory Services submitted a report requesting Members to consider a series of complaints which had been received by the Licensing Service regarding the same driver.

 

The driver attended the meeting to enable members to give the matter their full consideration.

 

The driver provided the Sub-Committee with an outline of what he said were the circumstances of the complaints.

 

The driver and his solicitor also answered questions from Sub-Committee Members.

 

The Sub-Committee considered three complaints, in relation to the recent complaint; the Sub-Committee noted that you denied the allegation.  However, having considered the written evidence, they were of the view that it was more than probable that the incident had occurred as described by the Civil Enforcement Officer.

 

The Sub-Committee considered the evidence put forward by the Licensing Officers and the responses to questions about the allegations by the driver’s solicitor and concluded that the driver was not a fit and proper person to hold a Hackney Carriage driver’s licence.

 

RESOLVED: That Mr. K’s Hackney Carriage driver’s licence be suspended for one month.
