THE NATIONAL REGISTER OF TAXI LICENCE REFUSALS AND REVOCATIONS (NR3) pdf icon PDF 190 KB

The Head of Regulatory Services submitted a report requesting members to consider adopting the use of the National Register of Taxi Licence Refusals and Revocations (NR3).

 

The Sub-Committee were informed that NR3 is a national register which provides a mechanism for licensing authorities to share details of individuals who have had a taxi licence revoked or refused.

 

The Sub-Committee were also informed that it was proposed that all new driver and renewal applications in Trafford will be checked against the register and that the Council’s historical data on refusals and revocations would be provided to the NR3.

 

            RESOLVED –

 

1)            That the adoption of the use of the National Register of Taxi Licence Refusals and Revocations (NR3) be agreed as part of Trafford Council’s taxi licensing regime.

 

2)            That authority be delegated to the Licensing Team Leader and the Regulatory Services Manager (Trading Standards and Licensing) to determine whether historic data will be uploaded to the NR3 register as outlined in paragraph 2.4 of the report.

MINIMUM LICENSING STANDARDS - CONSULTATION FINDINGS

To receive a verbal report from the Licensing Team Leader.

Minutes:

The Sub-Committee received a presentation from the Licensing Team Leader on the findings of the consultation findings regarding the Minimum Licensing Standards.

 

The consultation was undertaken by independent consultants AECOM.

 

Consultation had taken place between 8th October 2020 and 3rd December 2020 and responses were captured via email, an online questionnaire and a paper questionnaire.  Forty in depth interviews were also held with Hackney and PHV drivers and operators.

 

Members of the public who responded strongly agreed with the minimum standards as they felt the standards would improve safety and customer experience.

 

Drivers and operators generally didn’t agree with the proposals, especially the ones which would impact them financially, as they can’t afford to upgrade and think the proposals should be delayed as Covid-19 has had a significant impact on the trade.

 

            RESOLVED: That the presentation be noted.
