The Head of Regulatory Services submitted a report requesting Members to consider an application for the grant of a private hire proprietor’s licence which requires a seat to be tipped forward to allow access to and egress from the specified vehicle.

 

The Sub-Committee were informed that officers had determined that the seat does not allow unimpeded access to and from the vehicle.  The vehicle proprietor had offered to remove the back of the seat, leaving the seat base in place but officers had determined that even with the seta back removed there was still not unimpeded access and egress to and from the vehicle and therefore the vehicle did not meet Trafford’s vehicle standards.

 

The Sub-Committee inspected the vehicle and heard from the proprietor his views on why removing the back of the seat provides unimpeded access and egress and the vehicle does meet the Council’s vehicle standards.

 

The proprietor answered questions from the Sub-Committee.

 

RESOLVED: That the application for a private hire vehicle licence be granted subject to the following conditions:-

 

(1)          That the vehicle is only used for Home to School Transport.

 

(2)          That the tipping seat is not to be used whilst the vehicle is travelling.

 

(3)          That the back of the tipping seat is removed.

 

(4)          There is at least one passenger assistant on board whilst the vehicle is in use.
