On behalf of the Executive, the Leader welcomed Ms. Janet Kealey, Director of Legal and Democratic Services, to her first meeting of the Executive.

EXECUTIVE'S DRAFT REVENUE BUDGET PROPOSALS 2018/19 & MTFS 2019-21 pdf icon PDF 1010 KB

To consider a report of the Executive Member for Finance and the Chief Finance Officer.

Decision:

1. That approval be given to the 2018/19 to 2020/21 proposed budget strategy, draft revenue budget and MTFS including the income and savings proposals as detailed in this report, for the purposes of consultation only (where necessary).

 

2. That the proposal be approved to refer the 2018/19 to 2020/21 proposed budget strategy, draft revenue budget and MTFS including the income and savings proposals as detailed in the report to the Scrutiny Committee for their consideration.

 

3. That the Council decision made in February 2017  to increase Council Tax of 4.99% in 2018/19 (comprising 3% adult social care precept and 1.99% general increase) and by 1.99% for 2019/20 and 2020/21 be noted.

 

4. That the remaining budget gap for the years 2018/19, 2019/20 and 2020/21 be noted.

 

5. That it be noted that the draft proposals are subject to change following the completion of various consultation exercises, analysis and impact assessments, movements in core funding, specific grants, costing and robustness assessments.

Minutes:

The Executive Member for Corporate Resources and Chief Finance Officer submitted a report which set out the Executive’s updated 3 year budget strategy proposals and draft revenue budget proposals for 2018/19 and Medium Term Financial Strategy (MTFS) for the period 2019-21. The report also included changes to budget assumptions, estimates and movements in funding. An opportunity was provided for Members to ask questions, which centred on timelines for further development of the budget proposals.

 

            RESOLVED -

 

(1)        That approval be given to the 2018/19 to 2020/21 proposed budget strategy, draft revenue budget and MTFS including the income and savings proposals as detailed in this report, for the purposes of consultation only (where necessary).

 

(2)        That the proposal be approved to refer the 2018/19 to 2020/21 proposed budget strategy, draft revenue budget and MTFS including the income and savings proposals as detailed in the report to the Scrutiny Committee for their consideration.

To consider a report of the Leader of the Council and Director of Legal and Democratic Services.

Decision:

1. That the Executive, on behalf of Trafford Borough Council, consent under section 102J of the Local Transport Act 2008 to the making by the Secretary of State of regulations to establish TfN as a Sub-National Transport Body and giving TfN, concurrently with Trafford Council, the following functions contained in the Highways Act 1980:

 

           Section 8(1) (power to enter agreements with local highways authorities etc. for doing certain works)

           section 24(2) (power of local highway authority to construct new highways)

           section 25(i) (powers to enter into agreement for creation of footpath etc.)

           section 26 (i) (compulsory powers for creation of footpaths etc.)

           various functions in sections 239, 240, 246 and 250 relating to the acquisition of land for highway purposes

 

2. That, for the reason set out in the report, this decision be deemed to be urgent, and therefore not subject to call-in.

Minutes:

The Leader of the Council and Director of Legal and Democratic Services submitted a report advising that Transport for the North (TfN) was to become a statutory body which would have highways powers which would run concurrently with Trafford Council’s highways powers, and that Trafford Borough Council has been asked by GMCA to consent to the highways powers being granted to TfN. The Executive noted that the Secretary of State required confirmation of consent to the draft regulations by 20th October 2017, and accordingly deemed this decision to be urgent and not subject to call-in.

 

            RESOLVED -
