To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Public Protection submitted a report informing Members of an application received from SDC Trading Ltd (Salford Diocese), for the Grant of a Variation to an existing Premises Licence for St. Alphonsus Parish Centre, 2 Powell Street, Old Trafford, which had attracted representations from a local residents. The report also advised that the applicant had agreed to the attachment of conditions to the licence.

 

On behalf of the applicant, representations were made in support of the application by Mr. R Davies, Director Parish Centres for Salford Diocese and Ms B. Johnson, Designated Premises Supervisor.

 

        RESOLVED –

 

(1)    That the application by SDC Trading Ltd (Salford Diocese)for the Variation of a Premises Licence for St. Alphonsus Parish Centre, 2 Powell Street, Old Trafford, be granted, subject to compliance with the conditions outlined in the decision notice below.

 

(2)    That the issue of the Licence be delegated to the Head of Public Protection.

LICENSING SUB-COMMITTEE DECISION

 

The Sub-Committee decided that the representations received are relevant representations.

 

To grant a variation of an existing premises licence as follows:-

 

  1. Licensable Activities

 

To extend the terminal hour for licensable activities on:

Friday and Saturdays to 01:00 hours the following morning

Sundays before Bank Holiday Mondays to 01:00 the following morning

 

  1. Opening Hours

 

To extend the opening hours to 01:30 hours on Fridays and Saturdays and

01:30 hours on Sundays before Bank Holiday Mondays.

 

 

To remove conditions 3, 4, 9 and 12 from the Licence.

 

 

Additional Condition

 

PPN3

Noise from music and associated sources (including DJ’s and amplified voices) must not be audible to such an extent that it constitutes a nuisance at any noise sensitive properties.

 

 

LICENSING SUB-COMMITTEE’S REASONS FOR REACHING ITS DECISION

 

1.  The Sub-Committee carefully considered the resident’s concerns regarding the potential for crime and disorder, public nuisance and protection of children from harm and balanced those concerns with the interests of the applicant and the licensing objectives.

 

2.  The Sub-Committee decided that the application with the additional condition would not have an adverse effect on the licensing objectives.
