APPLICATION FOR THE GRANT OF A PREMISES LICENCE - SALE FOOTBALL CLUB, HEYWOOD ROAD, SALE, CHESHIRE

The Head of Regulatory Services submitted a report advising Members of an application received from Mr. M. Jefferson, Chief Executive Officer of Sale FC Rugby Club for the grant of a variation to the existing premises license for Sale FC Rugby Club, Heywood Road, Sale, M33 3WB.

 

Representations were made on behalf of the application by Mr. Jefferson. Representation was also made to the Committee by local resident Mr. Boyes.

 

         RESOLVED –

 

(1)        That the application by Mr. M. Jefferson, Chief Executive Officer for a variation to the premises license for Sale FC Rugby Club, Heywood Road, Sale, M33 3WB, be granted, subject to compliance with the conditions outlined in the decision notice below.

 

(2)        That the issue of the License be delegated to the Head of Regulatory Services.

LICENSING SUB-COMMITTEE DECISION

 

The Sub-Committee decided that the representations received are relevant representations.

 

To grant a major variation to an existing premises licence as follows:-

 

Licensable Activities

 

Regulated Entertainment - Recorded Music (Outdoors)

 

Rugby games midweek                18:00 to 21:00

Saturday and Sunday                  14:00 to 17:00

Bank Holidays                             14:00 to 17:00

 

 

Conditions

 

The Licence holder shall ensure that noise from music and associated sources (including DJ and amplified voices) must not be audible such that it constitutes a nuisance at any noise sensitive properties. (Guidance to be provided by Environmental Health Officer).

 

The broadcasting of amplified voices outdoors will not be permitted beyond 2100 hours at any time, other than for emergency purposes.

 

The broadcasting of amplified music on a Sunday shall be permitted between the hours of 1400 and 15oohrs, followed by short bursts of amplified music/voices played during a match, and during half time.  All amplified music and voices to terminate by 1700hrs.

 

 

 

LICENSING SUB-COMMITTEE’S REASONS FOR REACHING ITS DECISION

 

The Sub-Committee considered the Licensing Act 2003 and regulations, the Guidance and the Council’s Licensing Policy and the application.

 

The Sub-Committee considered the written representations received from a local resident and the Pollution and Housing Team, Trafford Council.

 

The Sub-Committee carefully considered the resident’s concerns regarding public nuisance and balanced those concerns with the interests of the applicant and the licensing objectives.
