APPLICATION FOR REVIEW OF PREMISES LICENCE HELD FOR HALE COUNTRY CLUB, 47 CLAY LANE, HALE, CHESHIRE

The Head of Regulatory Services submitted a report informing members of a request from Mr D Norstrom for a review of an existing premises licence.  The sub-committee members were requested to consider the application, the officer report and the written submissions of all parties and decide whether a review was necessary.

 

The Licensing Officer and Manager of Regulatory Services were invited to address the sub-committee.  The Licensing Officer provided a brief outline of the content of the report which was followed by more detailed information from the Regulatory Services Manager regarding, the detail within the report, the application received; the response on behalf of Hale Country Club to the application; further enquiries made of the police; and the position of the Licensing Team in respect of the application so that the sub-committee could assess the key factors involved with this application.

 

The sub-committee concluded that this was a vexatious application being pursued by an aggrieved former member of the Hale Country Club rather than an application which was truly concerned with the licensing objectives of preventing crime and disorder and public safety.  They concluded that the stand alone incident may have been distressing for those involved but was not serious in relative terms when compared with the sorts of alleged incidents that had resulted in the review of other premises licences (e.g. firearms, drugs glassing, etc).

 

The Sub-Committee unanimously resolved: That the application is vexatious, for the reasons set out in the report, and therefore the application be rejected.
