Decision:
1. That the introduction of a disabled residents’ permit parking space on Wingfield Street, Gorse Hill, Stretford be approved.
2. That authorisation be given to advertise the intention of making the Traffic Regulation Order referred to in the schedule to this report and, if no objections are maintained, that the Order be made, in whole or in part, and the proposal implemented.
3. That a consultation be carried out with nearby residents.

To give effect to the Executive’s previous ‘in principle’ decision. The airport transformation programme that the loans are supporting should enable the future anticipated dividend rates to be paid. Without the capital investment there is a very real risk that the level of dividend payable will reduce considerably in future years. In 2017/18 £2.60m of airport dividend is supporting the revenue budget

To approve the execution and completion of a Loan Note Issuance Agreement (and any other necessary ancillary documents or agreements) the completion of which had previously been approved in principle by the Council’s Executive on 30 October 2017.

To seek approval for the Council to undertake the development of a site at Brown Street, Hale which is currently used as a public car park.

Decision:
(1) That the due diligence currently undertaken, as set out in the report, be noted.
(2) That the proposal for the re-development of the Council car park, Brown Street, Hale, as set out in the report, be approved.
(3) That the Acting Corporate Director of Economic Growth, Environment and Infrastructure, in consultation with the Director of Legal Services and Democratic Services, be delegated authority to agree the detailed terms of the agreement with the preferred bidder.
(4) That the Director of Legal and Democratic Services be delegated authority to enter into any documents required to implement the above decisions.
