07/04/2020 - Itron Development, Christie Road / Renton Road, Stretford - Proposed Changes to Traffic Calming ref: 914    Recommendations Approved

A planning application was approved in April 2019 (ref 95723/FUL/18) for the construction of new dwellings on the old Itron factory which is bound by Talbot Road, Christie Road and Renton Road in Stretford.

 

The new development fronts onto Christie Road and Renton Road which are located within an existing 20mph Speed Limit Zone and have existing traffic calming features, including speed tables and speed cushions.

 

In order to accommodate the new properties and to access roads into the development it is therefore proposed to amend the existing traffic calming features. The works and the legal procedures are to be funded by the Developer.

Decision:

1.          That the alteration of Traffic calming measures on Christie Road and Renton Road, Stretford as detailed on plan reference E9139-01, be approved.

 

2.          That formal consultation be carried out with nearby residents at each location and that any objections maintained be reported back for consideration.

 

3.          That authorisation be given to advertise the intention to introduce the Traffic calming measures as detailed in the Schedules to the report and on drawing E9139-01, and that if no objections are maintained, that the measures be introduced.

14/04/2020 - Trafford Leisure - Request for Additional Loan Support ref: 925    Recommendations Approved

In accordance with Government advice, the Council’s leisure facilities were closed to the public on 20 March 2020. Consequently, there are financial implications for Trafford Leisure Community Interest Company, the Council’s wholly owned company (“Trafford Leisure”) which manages and delivers the Council’s leisure services.

Decision:

1)          That the requirement for funding to be provided to Trafford Leisure CIC (“Trafford Leisure”), as set out in the report, be noted.

 

2)          That the provision of a loan on the basis of the terms set out in paragraph 9 of the report, be approved.

 

3)          That the Corporate Director for Finance and Systems, in consultation with the Corporate Director for Place and the Corporate Director for Governance and Community Strategy, be delegated authority to agree minor amendments to the terms.

 

4)          That the Corporate Director for Governance and Community Strategy be delegated authority to enter into any documents required to implement the above recommendations.

 

5)          That the decision be deemed urgent and not subject to call-in due to the need for a cash advance of £480,000 to be made on 14 April 2020 in order to provide liquidity to Trafford Leisure so that it is able the meet its financial obligations.
