25/07/2019 - Mersey Road Area, Sale - Proposed Residents' Permit Parking Scheme and Associated New and Amended Waiting and Loading/Unloading Restrictions: Consideration of Objections ref: 833    Recommendations Approved

A proposal to introduce a residents’ permit parking scheme and associated new and amended waiting and loading/unloading restrictions was approved in July 2018 (report ref. 1325 07/18) and formally published on 30 August 2018 (Amendment No. 212) as shown on drawing number CO00201089-D-TRO-01 appended to this report.

 

Following the publication of the proposed Traffic Regulation Order (TRO), 203 individual objections were received from residents, local businesses and their employees. Of those objections, 138 were received from households in the area either directly or via two petitions that were submitted. The remaining 65 objections were from businesses in the area.

 

Having considered the objections and petitions received along with the results of previous consultations, approval is sought to make, with minor modifications and introduce the TRO as shown on drawing number CO00201089-D-TRO-02 and as described in the Schedules to this report.

 

Several omissions were made in error during the original advertisement of the proposed TRO. For those omitted proposals to be progressed, they will now need to be advertised independently from the main scheme, as shown on drawing number CO00201089-D-TRO-PH2.

1)     That the results of the consultation be noted.

 

2)     That following careful consideration of the objections, petitions and comments received, authorisation be given to make, with minor modifications and introduce the Traffic Regulation Order, detailed in Schedules 1 and 2 and shown on Drawing No. CO00201089-D-TRO-02 within the report, as soon as is practicable.

 

3)     That the objectors and petitioners be notified of the Council’s decision.

 

4)     That authorisation be given to advertise the intention of making the Traffic Regulation Order referred to in Schedule 3 to the report, as shown on drawing number CO00201089-D-TRO-PH2 and if no objections are maintained, that the Order be made, in whole or in part, and the proposal implemented, with a view to being introduced after those measures outlined in Schedules 1 and 2.

To seek approval to remove 2 disabled persons’ permit parking spaces on Elm Road, Altrincham, 1 parking space on Harcourt Street, Gorse Hill, Stretford and 1 parking space on Burleigh Road, Gorse Hill, Stretford and also to seek approval to introduce a disabled residents’ permit parking space on Oldfield Road, Sale.

20/07/2019 - Flixton Road, Ambleside Road and Western Road, Urmston - Proposed Waiting Restrictions: Consideration of Objections ref: 830    Recommendations Approved

Proposals for the introduction of No Waiting at Any Time restrictions on Flixton Road, Ambleside Road and Western Road, Urmston were formally advertised on 15 March 2019.

 

Following the 21-day statutory consultation in the vicinity of the proposals, 1 response expressing an objection was received.

 

A report on the matter was submitted to the Executive Member to consider the objection received and determine implementation of the proposed restrictions.

That authority be delegated to the Corporate Director of Place in consultation with the Leader and under advisement from the Corporate Director for Governance and Community Strategy and the Corporate Director for Finance and Systems to finalise and agree the terms for the acquisition of the property in line with the terms as set out in the report.

 

5. That the proposal be noted to procure an operating partner in relation to the business to be carried on within the property.

4. That the Long Term Security of Tenure process be noted and approved, and that responsibility be delegated to the Corporate Director for Place to finalise the process for the clubs included within the report to receive a 25 year lease.

 

5. That the process for the LFFP be noted and that approval be given for the delegation of responsibility to the Corporate Director for Place to further develop proposals for site investment in Trafford under this scheme.

 

6. That the process for decision making for schemes related to the Playing Pitch Strategy be noted and approved.

1. That approval be given to the inclusion of the following Trafford HIF schemes and their funding allocations onto the Council’s Capital Programme in terms of:

o  Junction improvement works on Trafford Way and Redclyffe Road at the Trafford Waters site.

o  The Carrington Relief Road, including site rationalisation works at the Future Carrington site and note the funding allocated via Growth Deal 3.

2. That authority be delegated to the Corporate Director of Place to agree terms with Homes England and the relevant developers for the draw down of HIF funding to support housing delivery at the Trafford Waters and Future Carrington sites.

 

3. That authority be delegated to the Corporate Director for Governance and Community Strategy to enter into legal agreements as required in order to implement the above recommendations
