To seek approval to introduce a disabled residents’ permit parking space on Clyne Street, Stretford.

1.          That the introduction of a disabled residents’ permit parking space on Clyne Street, Stretford be approved.

2.          That authorisation be given to advertise the intention of making the Traffic Regulation Order referred to in the schedule to this report and, if no objections are maintained, that the Order be made, in whole or in part, and the proposal implemented.

3.          That a consultation be carried out with nearby residents.

1. That the results of the consultation be noted.

2. That following careful consideration of the objections and comments received from the objectors and Ward Councillors the application for the provision of a marked Advisory Disabled Bayon Knowsley Avenue be approved and implemented.

3. That the objectors and Ward Councillors be informed of the outcome.

The Government sees more and safer cycling strategies as important tools for cities to unlock a range of cross cutting economic and social benefits that enable growth. In an endeavour to improve the uptake of cycling for local journeys, 60.0km of new, mostly segregated cycle lanes, have been provided in Greater Manchester since the advent of the Cycle City Initiative in 2013. Whilst this goes some way to achieve Transport for Greater Manchester’s (TfGM’s) 2025 ambition for 10% of all journeys within the city region to be undertaken by bike, TfGM expects that they will need to construct another 45.0km of high quality segregated cycle routes by 2018.

The Stretford Cycleway will help realise this objective by replacing several existing discontinuous advisory cycle lanes with mandatory cycle lanes, enhance existing mandatory cycle lanes utilising physical cycle lane delineators, and introduce cycle friendly geometry and economical use of green coloured surfacing at high risk locations. The scheme will significantly improve the experience of new and existing cyclists whilst reducing the risk of cyclist and vehicle conflict.

A proposal to introduce various no waiting and no loading/unloading (at any time) restrictions and no loading/unloading (Monday to Friday, 7.30-9.30am and 4.00-6.30pm) was approved in July 2017 and formally advertised in September 2017. These restrictions were considered necessary to supplement the mandatory cycle lanes that were identified in the July 2017 report.

In response, a total of 5 objections were received to the advertised proposal. The Council has given careful consideration to the objections received. All relevant matters referred to by the objecting members of public have been considered and the Council concludes that the objections should not be maintained in the interests of the effective management and regulation of the highway network and that, consequently, the proposal should be implemented as advertised, as shown on Drawing No. CO00201013-TMU-01 and as described in the Schedules to the report.

1)     That the results of the consultation be noted.

2)     That following careful consideration of the objections and comments received, authorisation be given to make and introduce the Traffic Regulation Order as advertised and detailed in Schedule 1 and as shown on Drawing No. CO00201013-TMU-01 within the report, as soon as is practicable.

3)     That the objectors be notified of the Council’s decision.

That it be agreed that the Council consult with the public on proposals to amend and combine the policies set out in the report.

That the Sale Town Centre Public Realm and Movement Strategy be approved.

That approval be given to the establishment of a Trafford Affordable Housing Fund financed by S106 Commuted Sum monies, and the approach for approving applications to the Fund as set out in paragraph 6.3 of the report.

1. That it be approved that the Council enter into an agreement to secure an option to take on a lease of West Point on the terms set out in the report and in the related Part II report.

2. That authority be delegated to the Corporate Director, Place in consultation with the Corporate Director for Governance and Community Strategy and the Corporate Director of Finance and Systems, to finalise terms for the proposed agreement.

3. That authority be delegated to the Corporate Director for Place in consultation with the Executive Member for Investment, Regeneration and Strategic Planning, the Corporate Director for Governance and Community Strategy and the Corporate Director of Finance and Systems, to exercise the option granted by the agreement and to call for a lease to be granted on the terms set out in the related Part II report.

4. That authority be delegated to the Corporate Director for Governance and Community Strategy to enter into any documents required to implement the above recommendations.

5. That it be agreed that the Council should continue to work with UA92 and other interested parties to facilitate and enable the development of student accommodation within Old Trafford and Stretford which is consistent with the proposed masterplanning for those areas, using the powers at its disposal where reasonable and appropriate and subject to further Executive approval as required.

In accordance with the General Data Protection Regulation 2016/679 on information received with Definitive Map Modification Order applications, changes are sought to the application pack to ensure appropriate personnel data handling. 

That the use of the updated Definitive Map Modification Order application pack and associated User Evidence Statement form dated Sept 2018 for Definitive Map Modification Order applications, be approved.

As the Stretford Road and Talbot Road cycleway scheme has progressed it has become evident that approximately a further 50m of new cycleway and associated Traffic Regulation Order is required to be implemented.

1.     That authorisation be given to advertise the intention to introduce the Traffic Regulation Order as detailed in the schedules to this report and that, if no objections are maintained, the Order be made and implemented in whole or in part, as soon as is practicable.

2.     That any objections maintained be reported back for consideration.

3.     That the proposed features associated with the scheme be supported and approved.

Authorisation is sought to the proposed works of improvement to the public highway in connection with the development, and to enter into the legal agreement with the Developer.

1.     That authorisation be given to proceed with the scheme, as outlined in the report.

2.     That the Director of Legal and Democratic Services be authorised to prepare and complete an agreement under Section 278 of the Highways Act, 1980 and all associated documentation.
