Energy Company Obligation (ECO) 3

The Government’s Energy Company Obligation (ECO) 3 scheme provides funding for the replacement of broken heating systems, the upgrade of inefficient heating systems and the installation of insulation to reduce home heating costs for fuel poor, low income and vulnerable households.

 

Greater Manchester (GM) Local Authorities (LAs) have made use of the GM Green Deal and ECO Framework Agreement to work with three procured contractors on the delivery of ECO funded measures. However, this framework agreement ended on 30 April 2019.

 

Oldham Council has recently undertaken an OJEU procurement exercise to appoint new providers for its Warm Homes Oldham service under a four year framework agreement. The GMCA and the other nine GM LAs have also been given access to use the Warm Homes Oldham Framework Agreement.

 

Following discussions with District Officers and legal advice received, a report was taken to the GMCA meeting on 31 May 2019, which set out how Districts could take advantage of this new framework, should they wish to continue to collaborate, to enable their residents to continue to benefit from ECO funding for heating and insulation measures to their properties.
