Policy Document for Enforcement of Cycle Lanes

Policy approval for the enforcement of mandatory cycle lanes following new legislation.

This policy document seeks approval to adopt reduced observation times for the enforcement of cycle lanes to support new legislation which also grants Local Authority approval to take enforcement action of such using approved devices (cameras). This report sets out new, reduced, observation times for Civil Enforcement Officers to monitor a vehicle parked on yellow lines, especially those running alongside a mandatory cycle lane, before issuing a penalty. This report also seeks to obtain approval to serve penalty charge notices by post, known as Regulation 10 penalties, where drivers drive away but have been observed parked in contravention of regulations.
