EXECUTIVE KEY DECISION – 18TH MARCH 2019

 

The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012

Notice of Intention to take Key Decision, in part in Private Session, without 28-Day Notice

 

Notice is hereby given in accordance with Regulation 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that it was impracticable to give 28 days’ notice of the taking of the following decision, which is a Key Decision to be taken by the Executive at its meeting on 18th March 2019:

·         Electricity Supply for Street Lighting and Council Properties.

 

The reason for which it has been impracticable to give 28 days’ notice of this decision is as follows: To benefit from economies of scale with other Greater Manchester Authorities and mitigate the impact of recent price increases from the energy market, a recent thorough benchmarking exercise has been undertaken against updated prices from a number of Framework providers which has only just become available to Trafford Council in order to make this decision. The information provided within the Executive summary report will support Trafford Council in making a decision on spending public money to achieve best value which has only been possible via the collaborative exercise to be outlined in the report.

 

The Chair of the Scrutiny Committee has been advised of this issue in accordance with Regulation 10.

Notice is further given in accordance with Regulation 5 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that the same decision is expected to contain information which will be considered in private session, and is therefore subject to the provisions of Regulation 5.(6). In accordance with this Regulation, the Chair of the Scrutiny Committee has been advised of this issue, and has agreed that the making of the decision is urgent and cannot reasonably be deferred, for the following reason:

 

To enable the contract to be signed by the end of the financial year.
