Notice of Urgent Key Decision taken without 28-Day Notice

Notice is hereby given in accordance with Regulation 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that it was impracticable to give 28 days’ notice of the taking of the following decision, which is a Key Decision taken under delegated authority be the Corporate Director, Finance and Systems, on 5th October 2020:

 

·         Test and Trace Support Payments – Discretionary Scheme

 

The reason for which it has been impracticable to give 28 days’ notice of this decision is as follows:

 

·         The government announced the introduction from 28 September 2020 of a Test and Trace Support Payment of £500 for individuals who have been told to self-isolate by NHS Test and Trace, are unable to work from home and will lose income as a result.  Local Authorities have been advised that they should have arrangements in place to administer these payments by no later than 12 October 2020. This timescale precludes the normal decision making arrangements.

 

The Chair of the Scrutiny Committee has been advised of this issue in accordance with Regulation 10.

 

Notice is further given in accordance with Regulation 11 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that the same decision was taken on the basis of urgency, and was therefore subject to the provisions of Regulation 11.(1). In accordance with these Regulations, the Chair of the Scrutiny Committee has been advised of this issue, and has agreed that the making of the decision is urgent and cannot reasonably be deferred, for the following reason:

 

·         Due to the need to have the arrangements in place immediately so that the scheme can be administered to those suffering hardship in the current circumstances it is not appropriate to wait until the next scheduled meeting of the Executive for the decision to be taken.
