Notice of Urgent Key Decision Taken Without 28-Day Notice

 

Notice is hereby given in accordance with Regulation 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that it was impracticable to give 28 days’ notice of the taking of the following decision, which is a Key Decision taken under delegated authority by the Executive Member for Finance and Governance, on 8th March 2021:

 

·       Business Rates Discretionary Rate Relief Policy - Extended Business Rates Relief - Temporary 2021/22 Measures

 

Notice is further given in accordance with Regulation 11 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that the same decision was taken on the basis of urgency, and was therefore subject to the provisions of Regulation 11.(1). In accordance with these Regulations, the Chair of the Scrutiny Committee has been advised of this issue, and has agreed that the making of the decision is urgent and cannot reasonably be deferred, for the following reason:

 

·       The announcement of the reliefs and the subsequent guidance were only issued on the 4 March 2021. Annual billing is required to take place by no later than the week ending 12 March 2021 to ensure statutory requirements are met for first instalment of 1 April for 2021-22.
