Notice of Urgent Key Decision Taken Without 28-Day Notice
Notice is hereby given in accordance with Regulation 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that it was impracticable to give 28 days’ notice of the taking of the following decision, which is a Key Decision taken under delegated authority by the Executive Member for Finance and Governance, on 26th March 2021:
· Test and Trace Support Payments – Discretionary Scheme Proposed Changes
Notice is further given in accordance with Regulation 11 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that the same decision was taken on the basis of urgency, and was therefore subject to the provisions of Regulation 11.(1). In accordance with these Regulations, the Chair of the Scrutiny Committee has been advised of this issue, and has agreed that the making of the decision is urgent and cannot reasonably be deferred, for the following reason:
· The change is required to be in place as soon as practicable to support the public health agenda of stopping the spread of coronavirus; any delay likely to be caused would seriously prejudice the Council’s or the public’s interests; in the current circumstances of restrictions, people, in particular those on a low income, are struggling to follow the self-isolation rules due to the significant and detrimental effect it will have on their income; and an urgent decision is required to enable the Council to adopt the new scheme within current self-isolation periods.
