DELEGATED EXECUTIVE MEMBER KEY DECISION – 20TH OCTOBER 2021
The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012
Notice of Urgent Key Decision Taken Without 28-Day Notice
Notice is hereby given in accordance with Regulation 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that it was impracticable to give 28 days’ notice of the taking of the following decision, which is a Key Decision taken under delegated authority by the Executive Member for Finance and Governance, on 20th October 2021:
· Household Support Fund
Notice is further given in accordance with Regulation 11 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that the same decision was taken on the basis of urgency, and was therefore subject to the provisions of Regulation 11.(1). In accordance with these Regulations, the Chair of the Scrutiny Committee has been advised of this issue, and has agreed that the making of the decision is urgent and cannot reasonably be deferred, for the following reason:
· The change is required to be in place as soon as practicable to financially support the most vulnerable households due to the economic climate impact, rising energy costs and Universal Credit reductions; any delay would seriously prejudice the Council’s or the public’s interests; and an urgent decision is required to enable the Council to adopt the new scheme in time to fund the October half-term school holidays and allow expenditure plans to be provided to the Department for Work and Pensions by the deadline of 29 October 2021.
