Decision:

1. That approval be given for Trafford Council to extend the licences to the Secretary of State for Housing, Communities and Local Government for a site on Moss View Road School Site, Partington, and a site on 11th Ave Care Park Site, Trafford Park, for a further 6 month period.

 

2. That the Corporate Director for Place be authorised to agree any minor amendments that may be required to be made to the terms in order to facilitate the grant of a licence and to agree any further extensions up to a total of 6 months in addition to the extension in (1.).

 

3. That the Corporate Director of Governance and Community Strategy be authorised to enter into any legal documents required to facilitate the appropriate transactions.

 

4. That this decision be considered urgent and exempted from the 'call-in' process.

Reasons for the decision:

To address the need to continue to have Local Testing Sites in Trafford. Without these sites, residents in Trafford and specifically Partington and the North of Trafford will struggle to access testing, which in turn hampers Trafford’s efforts to tackle COVID. Action is needed to enable the site to be available and accessible for staff and the public.

Alternative options considered:

Partington - Due to the requirements around the site ideally needing to be owned by the Council and the feedback that the site needing to be in Partington, but not directly in the centre of Partington, this was considered the only option for a LTS. The car park next to the health centre was considered before being discounted following feedback from community groups. Trafford Park - This site was selected due to its being Council owned site and its location. The location is crucial given how many businesses operate out of this area and the spread of COVID in businesses is increasing. The site was also selected as an ideal size as it needed to be large enough to hold the testing site and accessible as a walk in accessible site. The proximity to the tram stop was also a factor in site selection.
