Decision:

1. That the results of the consultation and objections received, be noted.

 

2. That, after careful consideration of the objections received, in respect of proposals detailed at Schedules 1 and 2 to the report, the order be made and implemented in part in respect only of the proposals detailed in schedules 1 and 2 to the report.

 

3. That the remaining part of the advertised proposals for Thorley Lane car park be the subject of a further report following the carrying out of a traffic survey.

 

4. That the 2020 Notice and proposals be formally withdrawn and the objector be notified accordingly.

 

5. That the objectors to the proposals be notified, in writing, of the Council’s decision.

Reasons for the decision:

Comments received from Councillor Newgrosh contained a request that the Council carry out a further traffic survey to review congestion that he indicated will be increased on Thorley Lane should the charges be implemented. The Council’s Traffic Section have confirmed that, following a previous request for this, there is funding in place for a Traffic Regulation Order review to be carried out this year. As such, the Council will delay the implementation of charges at Thorley Lane car park until this review has been completed in the autumn of 2021, which will then be the subject of a further report. The objections received regarding an increase to the currently free period of parking for Sale Moor and Ashton on Mersey villages have also been considered; however it is felt that the nominal cost of 50 pence to park for up to 3 hours will still provide low cost parking to access local facilities. Both village areas have additional on street short stay parking. The objection to an increase in parking charges in Hale has also been considered and it has been stated above that there are no proposals currently to reduce the number of free, limited time parking spaces on street in the area. The proposed increases in charges will contribute to the increasing operating costs. The objection to the proposals to increase charges in town centres has been considered; these are in line with other providers and will help maintain the current facilities and services provided for future public use.

Alternative options considered:

Not making any changes to the current charges in 2021/22. However, it was felt that the town centres would benefit from a longer initial stay for the first tariff to help revive shopping areas, with other tariffs incurring a nominal charge increase applied to help manage capacity and turnover of spaces. The Council also believes that continuing to increase charges, in line with other forms of transport, acts as a deterrent to car use where other forms of transport, including cycling and walking are being promoted. The Council is working towards less overall car use as part of the Clean Air Plan.
