Purpose:

The Council has been contacted by residents concerned with inconsiderate parking on Thorley Lane obscuring visibility for motorists The issue is always there as people are parking here to use the airport leaving their vehicles for days/weeks.

 

The proposal seeks to introduce ‘No Waiting At Any Time, restrictions to deter parking issues, to improve visibility and road safety for all road users.

Decision:

1.     That authorisation be given to advertise the intention to introduce the Traffic Regulation Order as detailed in the Schedule to the report and that, if no objections are maintained, the Order be made and implemented in whole or in part, as soon as is practicable.

 

2.     That any objections maintained be reported back for consideration.

Reasons for the decision:

To undertake statutory consultation on the proposal to introduce a No Waiting At Any Time restriction on Thorley Lane, Hale Barns.

 

Problems caused by parking on Thorley Lane have been the subject of complaints made by residents to the Council. Parking occurs owing to people using the verges for long stays to use the airport. Parking along the grass verges obscures visibility for drivers travelling along Thorley Lane in any direction and causes safety issues owing to vehicles pulling on and off the carriageway and is causing damage to the verges.

Alternative options considered:

To do nothing would not target the safety concerns and damage to the highway. A rural clearway was considered instead but the absence of a double yellow line in that instance would likely mean a Clearway Order is more difficult to enforce in this situation where drivers are parking wholly on the verges and do not seem to appreciate the hazard they are causing.
