Purpose:
The purpose of this report is to seek approval to implement changes to the waste collection zones in order to rebalance the work across the zones and improve service delivery.
Decision:
That the proposed changes to the waste collection zones to be implemented in February 2023 be approved.
Reasons for the decision:
Approval is sought to proceed with the changes to the waste collection zones to enable the service to rebalance the work through the week. This will provide the service with some resilience on a Monday to respond to the operational challenges that are more prevalent on this day.
As has been witnessed in October 2022, having the resources to deploy the full service means that residents see an improvement in the service they received and leads to a reduction in service requests and complaints reported to the Council. The proposals give the service the resilience to continue to provide a full service through the summer months when the resources required are higher.
Alternative options considered:
Do nothing – this risks the service being unable to deploy the full green bin collections during the summer months leading to further dissatisfaction with the waste collection service and an increase in complaints.
Move the Monday collection round to Thursday – this would reduce the number of households affected by a change in their collection day from circa 5K to less than 2k. However, this would mean that the one collection round moved from Monday to Thursday would break the “zonal working” model and would affect the ability of the service to recover work by deploying crews to assist each other when there was operational disruption, for example due to a vehicle breakdown. Without this model the Council would have seen further disruption to the waste collection service this year.
Collect some green bins on a different day to the refuse and recycling bins – this would require households to remember two collection days each week for their different bins. Having the same collection day for different bin types is seen as best practise and increases participation in recycling collections.
