Kenmore Drive Area, Timperley - Proposed Waiting Restrictions

Decision Maker: Corporate Director Place

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

A number of complaints have been received concerning access issues and road safety caused by vehicles being parked in an obstructive manner on Kenmore Drive and at its junction with Green Lane. It is thought that the majority of the parking may be attributed to the nearby Altrincham College of Arts.

Due to these concerns, the Council is proposing to introduce junction protection in the form of double yellow lines around the junction with Kenmore Drive and Green Lane and on the east side of Green Lane between Kenmore Drive and the garden centre entrance in order to restrict parking at all times. It is also proposed to introduce a single yellow line restriction on one side of Kenmore Drive (north side) that would restrict parking between 9am and 5pm, Monday to Friday. Subsequent to informal consultation, it is also proposed to introduce the single yellow line on parts of Green Lane.

Decision:

1.     That the introduction of ‘No waiting at any time’ and ‘No waiting Monday-Friday 9.00 a.m. – 5.00 p.m. parking restrictions on Kenmore Drive and Green Lane, as detailed on drawing number CO0020130-02 Rev D, be approved.

2.     That authorisation be given to advertise the intention to introduce the Traffic Regulation Order, as detailed in the Schedules to the report, and that if no objections are maintained, the Order be made and implemented in whole or in part.

3.     That formal consultation be carried out with nearby residents at each location and that any objections maintained be reported back for consideration.

Reasons for the decision:

Introducing the proposed ‘Waiting Restrictions’ on the sections of road identified in the report and shown on drawing number CO0020130-02 Rev D, will improve access and visibility for all road users.

Alternative options considered:

The proposals were subject to an informal consultation with frontages, with several comments received. More residents are in favour of introducing the proposals than not, however, many did also comment that they thought the proposals should extend further. In view of the comments received it is proposed the restrictions are extended to introduce the single yellow line on Green Lane, to the north and south of its junction with Kenmore Drive and to introduce ‘No waiting at any time’ restrictions on the east side of Green Lane between Kenmore Drive and the access to the garden centre. It is considered that the scheme proposed is the most appropriate to solve the problems of access and visibility on and around the junctions identified in the report.

Interests and Nature of Interests Declared:

None.
