Purpose:

Following a request from Greater Manchester Police, it is proposed that all extents of the adopted highway at the Mode Wheel Circle roundabout leading to the Valero site have waiting restrictions imposed.

 

In addition, obstructive parking problems caused by long-stay, daytime, on-street parking attributed to people working in nearby businesses in the Mode Wheel Circle area of Trafford Park have been raised as part of a review of road safety. 

Decision:

1.     That following careful consideration of the informal comments received, authorisation be given to advertise the intention to introduce the Traffic Regulation Order, as detailed in the Schedules to the report and that, if no objections are maintained, the Order be made and implemented in part, as indicated below, soon as is practicable.

 

2.     That formal consultation be carried out with nearby frontagers and that any objections maintained be reported back for consideration.

 

3.     That authorisation be given to advertise the intention to introduce the Traffic Regulation Order as detailed in the Schedules to the report, and that if no objections are maintained, the Order be made and implemented in whole or in part.

Reasons for the decision:

Introducing the proposed ‘Waiting Restrictions’ on the sections of road identified in this report and shown on drawing number CO00201302-03-P-RevC will improve safety and ensure that traffic can flow freely along this key route, maintaining access for essential service vehicles, including refuse vehicles.

Alternative options considered:

The proposals were subject to an informal consultation with frontagers. The sole unsupportive response, from a business on Churchill Way, says they are not aware of road safety issues in the area and while they acknowledge there has been an increase in traffic flow in the area, they consider it is attributable to the works being carried out in the wider Trafford Park area associated with the Metrolink extension, and as such this increase in traffic is only temporary. Considering the comment received, while it is felt necessary to keep the bend on exit from the Mode Wheel Circle roundabout clear of parked vehicles, some amount of on-street parking could be retained on the southern side of Churchill Way. Parking in the area would be monitored and after a period of 6 months, if parking within the unrestricted length is deemed to be a hazard, the advertised restrictions could be implemented in full.
