RESOLVED: That the minutes of the meeting held on 17th February 2022 be approved as a correct record and signed by the Chair.

EXCLUSION RESOLUTION (REMAINING ITEMS)

Motion (Which may be amended as Members think fit):

 

That the public be excluded from this meeting during consideration of the remaining items on the agenda, because of the likelihood of disclosure of “exempt information” which falls within one or more descriptive category or categories of the Local Government Act 1972, Schedule 12A, as amended by The Local Government (Access to Information) (Variation) Order 2006, and specified on the agenda item or report relating to each such item respectively.

Minutes:

RESOLVED: That the public be excluded from this meeting during consideration of the following items on the agenda because of the likelihood of disclosure of “exempt information” which falls within one or more descriptive category or categories of the Local Government Act 1972, Schedule 12A, as specified.

APPLICATION FOR THE GRANT OF A NEW HACKNEY CARRIAGE AND A NEW PRIVATE HIRE DRIVER'S LICENCE

To cosnider a report of the Head of Regulatory Services.

Minutes:

RESOLVED: That this item be deferred to the June meeting of the Public Protection Sub-Committee to enable the applicant to attend as he was not in the country.

APPLICATION FOR THE GRANT OF A NEW PRIVATE HIRE DRIVER'S LICENCE

To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Regulatory Services submitted a report requesting Members to consider an application for the grant of a Private Hire driver’s licence.

 

The applicant attended the meeting to enable members to give the matter their full consideration.

 

The applicant gave his version of the offence and answered questions from members of the Sub-Committee.

 

The Sub-Committee considered the report and the evidence given at the meeting and concluded that the applicant was not a fit and proper person to hold a Private Hire driver’s licence.

 

RESOLVED: That Mr. F. Y’s application for the grant of a Private Hire driver’s licence be refused.

42.

COMPLAINT AGAINST A LICENCED PRIVATE HIRE DRIVER CONCERNING AN ALLEGATION OF SERIOUS MISCONDUCT AND PLYING FOR HIRE

To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Regulatory Services submitted a report requesting members to consider a complaint against a Private Hire driver and an allegation of plying for hire.

 

The driver attended the meeting to enable members to give the matter their full consideration.

 

The driver gave his version of the circumstances and answered questions from members of the Sub-Committee.

 

The Sub-Committee considered the report and the evidence given at the meeting and concluded that the driver was not a fit and proper person to hold a Private Hire driver’s licence.

 

            RESOLVED: That Mr. B.B’s Private Hire driver’s licence be revoked.

URGENT BUSINESS (IF ANY)

Minutes:

(Note: The Chair allowed the following item as urgent business as the Council had been notified that one of its licensed drivers has been charged with a serious offence and there is a concern, on the balance of probabilities, that the licence holder poses a risk or threat to public safety.)

 

Allegation of serious misconduct against a Private Hire driver.

 

The Head of Regulatory Services submitted a report requesting Members to consider whether a Private Hire driver was still a fit and proper person to hold a licence.

 

The driver attended the meeting along with his solicitor to enable members to give the matter their full consideration.

 

The driver gave his version of the circumstances and answered questions from members of the Sub-Committee.

 

The Sub-Committee considered the report and the evidence given at the meeting and concluded that the driver was not a fit and proper person to hold a Private Hire driver’s licence.

 

RESOLVED: That Mr. W. T’s Private Hire driver’s licence be revoked with immediate effect.
