EXCLUSION RESOLUTION (REMAINING ITEMS)

Motion (Which may be amended as Members think fit):

 

That the public be excluded from this meeting during consideration of the remaining items on the agenda, because of the likelihood of disclosure of “exempt information” which falls within one or more descriptive category or categories of the Local Government Act 1972, Schedule 12A, as amended by The Local Government (Access to Information) (Variation) Order 2006, and specified on the agenda item or report relating to each such item respectively.

Minutes:

Trafford Private Hire Operator - Fitness to hold a Private Hire Operator's Licence.

To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Regulatory Services submitted a report requesting members to consider whether a Private Hire Operator was still fit and proper to hold a Private Hire Operator’s Licence.

 

The Private Hire Operator attended the meeting to enable members to give the matter their full consideration.

 

The operator gave their version of the circumstances and answered questions from members of the Sub-Committee.

 

The Sub-Committee considered the report and the evidence given at the meeting and concluded that they were still fit and proper to hold a Private Hire Operator’s Licence.

 

RESOLVED –

 

(1)  That 150 penalty points be added to Mr. B. O and Mrs S. O’s Private Hire Operator’s Licence for failure to notify change of address, failure to keep adequate records and failure to inform the hirer when the vehicle dispatched is not licensed by Trafford Authority.

 

(2)  That the Private Hire Operator is referred back to the Sub-Committee if they accumulate any more penalty points.

41.

APPLICATION FOR THE GRANT OF A NEW PRIVATE HIRE DRIVER'S LICENCE

To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Regulatory Services submitted a report requesting members to consider an application for the grant of a new Private Hire driver’s licence where two traffic offences had occurred.

 

The applicant attended the meeting to enable members to give the matter their full consideration.

 

The applicant gave his version of the circumstances and answered questions from members of the Sub-Committee.

 

The Sub-Committee considered the report and the evidence given at the meeting and concluded that the applicant was a fit and proper person to hold a Private Hire driver’s licence.

 

RESOLVED: That Mr. S. C’s application for a Private Hire driver’s licence be granted.

42.

HACKNEY CARRIAGE DRIVER - MEDICAL REVIEW OF ONGOING MEDICAL CONDITION

To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Regulatory Services submitted a report requesting members to determine if a Hackney Carriage driver is still a fit and proper person to hold his licence following the driver submitting a medical certificate which showed he had an ongoing medical condition which requires medication to control.

 

The driver attended the meeting to enable members to give the matter their full consideration.

 

The driver explained the situation and answered questions from the Sub-Committee.

 

The Sub-Committee considered the report and the evidence given at the meeting and concluded that Mr. G.E was still a fit and proper person to hold a Hackney Carriage driver’s licence.

 

          RESOLVED: That no further action be taken.

URGENT BUSINESS (IF ANY)

Minutes:

(Note: The Chair allowed consideration of the following item as urgent business as the driver’s licence was due to expire on 31st January 2023).

 

Application for the grant of a renewal Private Hire and Hackney Carriage driver’s licence

 

The Head of Regulatory Services submitted a report requesting members to consider an application for the renewal of both a Private Hire driver’s licence and a Hackney Carriage driver’s licence where two traffic offences have occurred.

 

The driver attended the meeting to enable members to give the matter their full consideration.

 

The driver gave his version of the circumstances and answered questions from members of the Sub-Committee.

 

The Sub-Committee considered the report and the evidence given at the meeting and concluded that he was still a fit and proper person to hold both a Private Hire driver’s licence and a Hackney Carriage driver’s licence.

 

RESOLVED: That Mr. M. F’s Private Hire and Hackney Carriage driver’s licences be renewed.
