RESOLVED: That the minutes of the meetings held on 11th April 2023 and 15th June 2023 be agreed as an accurate record and signed by the Chair.

ADOPTION OF A TAXI AND PRIVATE HIRE LICENSING POLICY - PERMISSION TO CONSULT pdf icon PDF 292 KB

The Head of Regulatory Services submitted a report asking members to approve a consultation exercise for a period of eight weeks on the proposed new Taxi and Private Hire Licensing Policy.

 

Officers had prepared a draft policy which brings together all the Council’s current policies and procedures into one document; including all the policies and conditions in respect of the Greater Manchester Minimum Licensing Standards which were adopted by the Council in 2021.

 

          RESOLVED

 

(1)           That the proposed new Taxi and Private Hire Licensing Policy be noted and that the proposal to carry out a consultation exercise for a period of 8 weeks, to begin on 6th July 2023 (or soon as possible thereafter) be approved.

 

(2)           It was noted that any responses following the consultation period would be reviewed and a further report be taken to Full Council for determination.

Street Trading - Designated Streets, Policy and Fees pdf icon PDF 468 KB

To consider a report of the Head of Regulatory Services.

The Head of Regulatory Services submitted a report requesting members to note the proposed re-designation of streets within the Borough and approve a 28 day notice of intention to re-designate those streets, note the proposed new Street Trading Policy and approve a consultation period of 28 days on the new policy.

 

Members were also asked to note the proposed new fees and charges and approve a consultation period on those fees and charges and following the consultation period any responses would be reviewed and a further report be taken to Full Council thereafter.

 

          RESOLVED: -

 

(1)           That the proposed re-designation of streets within the Trafford Borough be noted and the publishing of a 28 day Notice of Intention to Re-Designate those streets be approved.

 

(2)           That the proposed new street trading policy be noted and a consultation period of 28 days on the new policy, to begin on 6th July 2023 (or as soon as possible thereafter) be agreed.

 

(3)           That the proposed new fees and charges be noted and a consultation period of 28 days on the proposed new fees and charges, to begin on 6th July 2023 (or as soon as possible thereafter) be agreed.

 

(4)           It was noted that following the 28 day consultation period, any responses would be reviewed and that a further report will be taken to Full Council.

EXCLUSION RESOLUTION (REMAINING ITEMS)

Motion (Which may be amended as Members think fit):

 

That the public be excluded from this meeting during consideration of the remaining items on the agenda, because of the likelihood of disclosure of “exempt information” which falls within one or more descriptive category or categories of the Local Government Act 1972, Schedule 12A, as amended by The Local Government (Access to Information) (Variation) Order 2006, and specified on the agenda item or report relating to each such item respectively.

DECLARATION OF A MAJOR TRAFFICING OFFENCE MID-LICENCE - PRIVATE HIRE DRIVER'S LICENCE

To consider a report of the Head of Regulatory Services.

RESOLVED: That this item be deferred to the next meeting of the Public Protection Sub-Committee.

12.

NEW APPLICATION FOR A HACKNEY CARRIAGE AND PRIVATE HIRE DRIVER'S LICENCE

To consider a report of the Head of Regulatory Services.

Minutes:

The Head of Regulatory Services submitted a report requesting members to consider an application for the grant of both a Hackney Carriage and Private Hire driver’s licence.

 

The applicant attended the meeting to enable members to give the matter their full consideration.

 

The applicant was supported by Mr. Tandy, Operator of Passenger Cars.

 

The applicant answered questions from members of the Sub-Committee.

 

The Sub-Committee considered the report and the evidence given at the meeting and concluded that the applicant was a fit and proper person to hold both a Private Hire driver’s licence and a Hackney carriage driver’s licence.

 

RESOLVED: That Mr. T R’s application for both a Private Hire driver’s licence and a Hackney Carriage driver’s licence be granted.
