AMENDMENTS TO THE ANIMAL LICENSING FEES PDF 147 KB To consider a report of the Head of Regulatory Services. Minutes: The Head of Regulatory Services submitted a report requesting Members approve the proposed fees for licences relating to activities involving animals.
The Sub-Committee were informed that new legislation under the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 had come into force on 1st October 2018. This new law replaces previous licensing regimes and also introduces a national licensing scheme whereby all licences are issued under the same conditions with a mandatory rating and risk rating methodology.
The Sub-Committee were also informed that the existing licences will remain in force until they expire on 31st December 2018. The existing licence holders have been written to in order to explain the changes and the Council’s website has been amended to provide information on the new licensing arrangements.
The proposed fees are set on a cost recovery basis having taken into account all relevant guidance.
RESOLVED: That the proposed fees set out below be approved.

That the public be excluded from this meeting during consideration of the remaining items on the agenda, because of the likelihood of disclosure of “exempt information” which falls within one or more descriptive category or categories of the Local Government Act 1972, Schedule 12A, as amended by The Local Government (Access to Information) (Variation) Order 2006, and specified on the agenda item or report relating to each such item respectively. APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - CONVICTION WHICH EXCEEDS THE SCHEME OF DELEGATION To consider a report of the Head of Regulatory Services. Minutes: The Head of Regulatory Services submitted a report requesting Members to consider an application for the grant of a Private Hire driver’s licence.
The applicant attended the meeting to enable Members to give the matter their full consideration.
The applicant provided the Sub-Committee with an outline of what he said were the circumstances of the offence and answered questions from Sub-Committee Members.
The Sub-Committee carefully considered the report and the information given by the applicant at the meeting.
The Sub-Committee concluded that he was a fit and proper person to hold a Private Hire driver’s licence and it was appropriate to depart from the Council’s policy.
RESOLVED: That Mr. Y. A’s application for a Private Hire driver’s licence be granted. |
