RESOLVED: That the Minutes of the Public Protection Sub-Committee meetings held on 22nd August 2013, 19th September 2013, 17th October 2013 and 21st November 2013 be agreed as a correct record and signed by the Chairman.

Impact on Taxi Trade of taxi’s from other areas using Trafford taxi ranks

 

(Note: The Chairman allowed a brief discussion on this matter so that officers could explain to the Sub-Committee the background to the issues raised in a letter from the GMB.)

 

The Licensing Committee Members had been emailed a letter from Mr Connaughton regarding this matter on Thursday 20th February.

 

The Sub-Committee noted that this concern had been expressed several times and work was needed to establish what the Council could do to alleviate the situation.

 

The Sub-Committee were informed that the Chairman would send a holding response to Mr Connaughton and this response would be emailed to all Members of the Licensing Committee by the Licensing Section.

EXCLUSION RESOLUTION (REMAINING ITEMS)

Motion (Which may be amended as Members think fit):

 

That the public be excluded from this meeting during consideration of the remaining items on the agenda, because of the likelihood of disclosure of “exempt information” which falls within one or more descriptive category or categories of the Local Government Act 1972, Schedule 12A, as amended by The Local Government (Access to Information) (Variation) Order 2006, and specified on the agenda item or report relating to each such item respectively.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE

To consider a report of the Head of Public Protection.

Minutes:

The Head of Public Protection submitted a report requesting Members to consider an application for the grant of a Private Hire driver’s licence.  The applicant attended the meeting to enable Members to give the matter their full consideration.

 

The applicant provided Members with a brief outline of the circumstances of the offences that took place 2005 – 2011.

 

The Sub-Committee determined that the applicant’s convictions were relevant to the application and considered the period of time that has elapsed since then.

 

RESOLVED: That Mr. C. T. M’s application for a Private Hire driver’s licence be granted.

32.

PRIVATE HIRE DRIVER CONVICTIONS THAT EXCEED THE SCHEME OF DELEGATION

To consider a report of the Head of Public Protection.

Minutes:

The Head of Public Protection submitted a report requesting Members to consider a Private Hire driver’s convictions.  The driver attended the meeting to enable Members to give the matter their full consideration.

 

The driver provided the Sub-Committee with a brief outline of what he said were the circumstances of the offences.

 

RESOLVED: That 75 penalty points be issued to Mr. M. A. K under the Council’s Penalty Point Scheme for his failure to disclose a conviction.

33.

SECTION 57 LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1975

To consider a report of the Head of Public Protection.

Minutes:

The Head of Public Protection submitted a report requesting Members to consider suspending two Hackney Carriage/Private Hire driver’s licences until such time as the drivers provided a current and satisfactory medical certificate.

 

RESOLVED: That Mr A. M. O’s and Mr. G. L’s licences be suspended until they provide current and satisfactory medical certificates.
