Minutes: The Head of Regulatory Services submitted a report informing Members of an application received from Mr. D Leape for the grant of a new premises licence for 192 Church Road, Urmston, Manchester, M41 9FD which had attracted representations from local residents against the application.
All parties present at the hearing were invited to address the Sub-Committee.
Representations were made in support of the application by Mr. D. Leape, the applicant and against the application by local residents.
RESOLVED –
(1) That the application by Mr. Leape for a Premises Licence for 192 Church Road, Urmston, M41 9FD be granted, subject to compliance with the conditions outlined in the decision notice.
(2) That the issue of the Licence be delegated to the Head of Regulatory Services.

LICENSING SUB-COMMITTEE DECISION
The Sub-Committee decided that the representations received from Local Residents are relevant representations.
To grant a premises licence as follows:-
Licensable Activities
Supply of Alcohol (on and off the premises) Monday to Wednesday 12.00 to 23:00 Thursday to Sunday 11.00 to 23:00
Conditions
The Premises Licence Holder must ensure that no drinks are taken or consumed outside the premises nor glasses/bottles removed from the premises by patrons after 21:00 hours.
Notices will be displayed in a prominent next to the entrance/exit detailing that no drinks to be taken outside after 21:00 hours.
LICENSING SUB-COMMITTEE’S REASONS FOR REACHING ITS DECISION
The Sub-Committee considered the Licensing Act 2003 and regulations, the Guidance and the Council’s Licensing Policy and the application.
The Sub-Committee carefully considered the concerns raised by local residents regarding public nuisance and balanced those concerns with the interests of the applicant and the licensing objectives.
