To consider a report of the Head of Public Protection.

Minutes:

The Head of Public Protection submitted a report informing Members of an application received from Mr. Y. D. Abdulkadir for the Grant of a Premises Licence for 101-103 Ayres Road, Old Trafford, M16 7GS which had attracted representations from a local business and residents.

 

All parties present at the hearing were invited to address the Sub-Committee.

 

Representations were made in support of the application by Mr. R. Williams, Solicitor on behalf of the applicant. Representations were made against the application by Mr. A. Lyons, Solicitor on behalf of Mr. I. Shah, a local businessman and Mr I. Shah also addressed the Sub-Committee.

 

  RESOLVED –

 

(1)      That the application by Mr. Y. D. Abdulkadir for the Grant of a Premises Licence for 101-103 Ayres Road, Old Trafford, be granted, subject to compliance with the conditions outlined in the decision notice below.

 

(2)      That the issue of the Licence be delegated to the Head of Public Protection.

The Sub-Committee decided that the representations received were relevant representations.

Conditions

A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate that it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age.

 

All staff to be a minimum age of 18.

LICENSING SUB-COMMITTEE’S REASONS FOR REACHING ITS DECISION

 

1.  The Sub-Committee carefully considered Mr Shah’s concerns regarding the potential for noise nuisance and the risk to young people with the potential to access alcohol, and balanced those concerns with the interests of the applicant and the licensing objectives.

 

2.  The Sub-Committee considered that the additional conditions are relevant, necessary and proportionate.

The Head of Public Protection submitted a report informing Members of an application received from Whoots Limited for the grant of a Premises Licence for Whoots, Altrincham Train Station, Stamford New Road, Altrincham. The report advised that the applicant had agreed to the attachment of a condition to the licence.

 

RESOLVED –

 

(1)    That the application by Whoots Limited for a Premises Licence for Whoots, Altrincham Train Station, Stamford New Road, Altrincham, be granted, subject to compliance with the conditions outlined in the decision notice below.

     

(2)    That the issue of the Licence be delegated to the Head of Public Protection.

The conditions proposed by the British Transport Police are agreed by the applicant.

 

 

(b)        Application for the Grant of a Restricted Premises Licence – Urmston Live 2015 – Abbotsfield Park, Chassen Road, Urmston

 

The Head of Public Protection submitted a report informing Members of an application received from Trafford Events Limited, for the grant of a Restricted Premises Licence for an arena within Abbotsfield Park, Chassen Road, Urmston. The report advised that the applicant had agreed to the attachment of conditions to the licence.

 

RESOLVED –

 

(1)    That the application by Trafford Events for a Restricted Premises Licence for an arena within Abbotsfield Park, Chassen Road, Urmston, be granted, subject to compliance with the conditions outlined in the decision notice below.

     

(2)    That the issue of the Licence be delegated to the Head of Public Protection.
