To consider a report of the Head of Public Protection. Minutes: The Head of Public Protection submitted a report informing Members of an application received from Mr. J Browne for the grant of a premises licence for Drink Doctor, 2 Crossford Court, Dane Road, Sale, which had attracted representations from local residents and a representation from the Pollution and Licensing Unit, Trafford Council recommending the attachment of conditions to any new licence granted, which had been agreed by the applicant prior to the hearing.
Representations were made in support of the application by Mr. J Browne, the applicant.
Representations were made against the application by a local resident Ms.Hanson and Councillor Brotherton, Ward Councillor on behalf of Ms Milne.
RESOLVED –
(1) That the application by Mr. J Browne for a Premises Licence for Drink Doctor, 2 Crossford Court, Dane Road, Sale, be granted, subject to compliance with the conditions outlined in the decision notice.
(2) That the issue of the Licence be delegated to the Head of Public Protection.

LICENSING SUB-COMMITTEE DECISION
The Sub-Committee decided that the representations from local residents were from interested parties living in the vicinity of the premises.
The Sub-Committee decided that those representations relating to noise and nuisance were relevant representations.

Conditions
Mandatory Conditions under section 19 and 19A of the Licensing Act 2003 where the licence authorises the supply of alcohol off the premises.
Sale of alcohol directly from the premises is strictly prohibited.
To restrict the delivery of goods to the unit from suppliers to any time between the hours of 08:00 and 20:00 on any day of the week.
To enter and exit Crossford Court via the entrance closest to the A56 to minimise the number of premises affected by vehicular movements associated with the operation.
To restrict the transference of waste from the unit into the waste bins at the rear of Unit 2 to any time between the hours of 08:00 and 20:00 on any day of the week
LICENSING SUB-COMMITTEE’S REASONS FOR REACHING ITS DECISION
The Sub-Committee considered the Licensing Act 2003 and regulations, the Guidance and the Council’s Licensing Policy, the application and all representations made.
The Sub-Committee considered the written representations received from local residents.
The Sub-Committee noted the absence of any other representations about this application.
The Sub-Committee carefully considered the resident’s concerns regarding the potential for noise nuisance and balanced those concerns with the interests of the applicant and the licensing objectives.
