To consider a report of the Head of Public Protection.
Minutes:
The Head of Public Protection submitted a report informing Members of an application received from Mr. Shah Abdul Aksar for the grant of a Premises Licence for The Local Shop, 151 Stretford Road, Urmston which had attracted representations from a local resident.
The Applicant was present at the hearing and was invited to address the Sub-Committee. Representations were also made in support of the application by Mr. Shah Kawsar, the applicant’s brother.
RESOLVED –
(1) That the application by Mr. Shah Abdul Aksar for a Premises Licence for The Local Shop, 151 Stretford Road, Urmston, be granted, subject to compliance with the conditions outlined in the decision notice below.
(2) That the issue of the Licence be delegated to the Head of Public Protection.

LICENSING SUB-COMMITTEE DECISION
The Sub-Committee decided that the representation from a local resident was from interested parties living in the vicinity of the premises.
The Sub-Committee decided that the representation relating to public nuisance was a relevant representation.

Conditions
Mandatory Conditions under section 19 and 19A of the Licensing Act 2003 where the licence authorises the supply of alcohol off the premises.

The Sub-Committee carefully considered the resident’s concerns regarding the potential for public nuisance and balanced those concerns with the interests of the applicant and the licensing objectives.
