Two informal consultations with residents have taken place on proposed schemes to introduce waiting restrictions to deal with parking issues in the area. The proposals have been modified to take into consideration the comments received.

1.     That the introduction of waiting restrictions on Bold Street, Chorlton Road and Clayton Close as detailed on plan reference E9003-01 be approved.

2.     That formal consultation be carried out with nearby residents at each location and that any objections maintained be reported back for consideration.

3.     That authorisation be given to advertise the intention to introduce the Traffic Regulation Order as detailed in the Schedules to this report, and that if no objections are maintained, the Order be made and implemented in whole or in part.

1. That the 2020/21 to 2022/23 proposed budget strategy, draft revenue budget and MTFS including the income and savings proposals be approved for the purposes of consultation only (where necessary) and that these proposals will also be referred to the Scrutiny Committee for their consideration.

2. That the proposal be noted to increase Council Tax by 3.99% in 2020/21 (comprising 2% adult social care precept and 1.99% general increase) and by similar levels for 2021/22 and 2022/23.

3. That the remaining budget gap for the years 2020/21 to 2022/23 be noted.

4. That it be noted that that the draft proposals are subject to various consultation exercises, analysis and impact assessments, movements in core funding, specific grants, costing and robustness assessments.

5. That the Reserves Policy included at Section 5 of the report  and the Service Reserves Programme at Annex G to the report be approved and adopted.

6. That, in order to allow prompt consultation and referral to Scrutiny, this decision be deemed urgent, and not subject to call-in.

1. That it be approved that the Council enter into an agreement to nominate units for student accommodation at West Point on the terms set out in the report.

2. That authority be delegated to the Corporate Director, Place in consultation with the Corporate Director for Governance and Community Strategy and the Corporate Director of Finance and Systems to finalise terms for the proposed agreement.

3. That authority be delegated to the Corporate Director for Governance and Community Strategy to enter into any documents required to implement the above recommendations.

4. That it be agreed that the Council should continue to work with UA92 and other interested parties to facilitate and enable the development of student accommodation within Old Trafford and Stretford which is consistent with the proposed masterplanning for those areas, using the powers at its disposal where reasonable and appropriate and subject to further Executive approval as required.

5. That this decision be considered as Urgent Business and exempted from the call – in process for the reasons given in the report.

That the report be received, and that following further consideration a formal response be made and referred, alongside the Scrutiny report, to Council.

1. That the Employment Committee’s approval of the constitutional amendments as set out in the report be noted.

That it be recommended that Council adopt the Council Tax Support (CTS) scheme currently in operation with the inclusion of the amendments detailed below for 2019/2020:

1. Applicable amounts, Non Dependent Deductions and other calculation elements for CTS are updated in line with the national income related benefit rates.

2. The Council provides clarity within its CTS scheme relating to the recovery of backdated changes in entitlement (reversals).

That the proposal be approved to amend the Council’s existing policy to implement changes to the Council Tax Long Term Empty Property Premium, as detailed in the report, from 1 April 2020.

That the Town Centres Framework, as amended, be approved

1. That the responses to the Council’s consultation on this proposal attached at Appendix C to the report be considered and noted.

2. That it be confirmed that the Executive is satisfied that the land is no longer required for the purposes for which it is currently held by the Council.

3. That it be noted that third party rights over the land would be overridden by a decision to appropriate, further to section 203 Housing and Planning Act 2016.

4. That approval be given to the appropriation to planning purpose all of the land at Regent Road, Altrincham shown edged red on the plan attached at Appendix A to the report, subject to the Council agreeing an appropriate indemnity agreement with the Developer.

5. That the Corporate Director of Governance and Community Strategy be authorised to take such steps as are necessary to implement the appropriation.

1. That the proposal be approved for the Council to enter into a s75 Strategic Partnership Agreement for the integrated delivery of Health and Social Care services with Manchester University Foundation Trust as detailed in the report.

2. That the provision be agreed of a short term loan facility to Trafford Leisure Community Interest Company as detailed in the report.

The introduction of a tram stop alongside the Manchester Ship Canal, on the northern side of Trafford Wharf Road, has resulted in part of Trafford Wharf Road being closed to vehicular traffic, and all through traffic being re-routed along Sir Alex Ferguson Way. However, to overcome delays that may have resulted at the Wharfside Way/Sir Matt Busby Way/Sir AlexFerguson Way junction, Victoria Place was re-opened to through traffic, and direct access to

the previously mentioned junction was prohibited. The left turn from Wharfside Way, eastbound, was retained but the right turn from the slip road to Victoria Place was prohibited.

The amended junction opened to traffic in May 2018, but observations soon indicated that a significant number of motorists were contravening the right turn prohibition, thereby introducing conflicts between vehicular traffic and pedestrians/cyclists using the new ‘toucan’ crossing facility. It is considered that motorists contravening the right turn prohibition do so to avoid congestion at White City Circle.

1.     That authorisation be given to advertise the intention of making the Traffic Regulation Order referred to in the schedules to this report and, if no objections are maintained, that the Orders be made, in whole or in part, and the proposal implemented.

2.     That a consultation be carried out with businesses within the affected areas.

That the Older People’s Housing Strategy 2019-2024 be approved for the purposes of consultation.
