In August 2021 a set of waiting restrictions was introduced on Grange Road, South Downs Road, York Road, Eaton Road and Ash Grove, Bowdon to address issues of road safety and obstructive parking.

During the advertisement of the proposals, which was carried out in June 2020, objections were received to some elements of the proposals. It was then agreed to implement new No Waiting At Any Time restrictions around the junction of Ash Grove and York Road. The Council has subsequently been contacted by residents of Ash Grove, Bowdon regarding the emptying of the waste bins. Unfortunately, due to vehicles continuing to park inappropriately along the cul-de-sac, including on the footway, the refuge vehicles have been prevented from accessing properties on Ash Grove.

It is considered that new waiting restrictions would help improve access for all vehicles, including refuge vehicles, to manoeuvre and access each property on Ash Grove, Bowdon.

1.          That authorisation be given to advertise the intention to introduce the Traffic Regulation Order as detailed in the Schedule to the report and that, if no objections are maintained, the Order be made and implemented in whole or in part, as soon as is practicable.

2.          That any objections maintained be reported back for consideration.

1.  That the consultation draft Trafford Design Guide (TDG) SPD be approved.

2. That the preparation of a Trafford Design Code as a Supplementary Planning Document (SPD) be approved.

3. That the next stage of publicity and consultation arrangements for the Trafford Design Guide SPD and Trafford Design Code SPD be approved.

4. That it be noted that following the consultation process described in this report, future report(s) will seek approval for the content of the final Trafford Design Guide SPD, the consultation draft Trafford Design Code SPD, and the next stage of consultation and publicity.

That approval be given to consult on proposed changes to the Council Tax Discretionary Scheme on Empty Property Charges from April 2023.

(1) That it be approved that three bids be submitted for LUF Round 2 as set out in section 2 of the report.

(2) That authority be delegated to the Corporate Director for Place, in consultation with the Executive Member for Economy and Regeneration, to develop and submit three bids to the Levelling Up Round 2 Fund as set out in section 2 of the report.

(3) That authority be delegated to the Corporate Director for Place to accept grant offers the Council receives in the event any of the bids are successful.

(4) That the Director of Legal and Governance be authorised to finalise and enter into all legal agreements required to implement the above decisions.

That the proposal to extend the current substance misuse contract for a further period, as detailed in the report, be approved.

(1) That the recommendations of the Scrutiny Committee Task & Finish Group be noted.

(2) That in response to the recommendations of the Task & Finish Group, the Corporate Director, Place be directed to:

a.    Investigate in more detail the siting of temporary toilet provision at encampments

b.    Investigate suitable consultees on Gypsy, Roma and Traveller issues within the Local Plan

c.    Explore the feasibility of providing a Temporary Stopping Place within the Borough and provide a further report on the matter by December 2022

The Council had been contacted by residents concerned with parking at the junction of Victoria Road and Marsland Road obscuring visibility for motorists and obstructing the pedestrian crossing point on Marsland Road.

The proposal seeks to introduce a ‘No Waiting At Any Time’ restriction in the form of junction protection at the above location to deter the reported parking issues and to improve pedestrian access and visibility for all road users.

1.          That authorisation be given to advertise the intention to introduce the Traffic Regulation Order, as detailed in the Schedule to the report and that, if no objections are maintained, the Order be made and implemented in whole or in part, as soon as is practicable.

2.          That any objections to the changes be reported back for consideration.
