29/11/2022 - Longford Park, Stretford - Modal Filters: Proposed Prohibition of Driving ref: 1171    Recommendations Approved

To consider the outcome of the June 2022 consultation in respect of the Longford Park Modal Filters, associated with the Emergency Active Travel Fund Tranche 1 funding allocation by the Department of Transport.

Decision:

1)      That the results of the July/August 2022 resident consultation where there was a 65% majority support for option A, retaining the modal filters in their current position, be noted.

 

2)      That following careful consideration of the objections and comments received, authorisation be given to make the Experimental Traffic Regulation Order permanent to retain the planter on Hillingdon Road, on Cromwell Road on the north side of Longford Avenue, and on Norwood Road on the north side of Longford Avenue, to maintain a full Low Traffic Neighbourhood for Longford Park.

 

3)   That the residents be informed of the decision made.

Approval is sought to proceed with legal TRO advertising and approval to modify the highway of Chorlton Road / Moss Lane West / Shrewsbury Street / Upper Chorlton Road (Brooks Bar) Junction (contained at the end of the Area 2 route). Area 2 forms part of the Bee Network being delivered through the Mayors Challenge Fund. Area 2 will provide an extension to the walking and cycling improvements that are being delivered as part of the CCAG package of improvements.

 

Approval is also sought for the specific improvements at Brooks Bar junction. This junction will deliver cycling and walking improvements that will connect into other schemes already approved and in the process of being delivered to provide the much-needed cycling infrastructure which extend the link to the city from the Chester Road roundabout cycle network that has recently been completed.

Decision:

1)         That authorisation be given to advertise the intention to amend The Borough of Trafford (Prohibition of Waiting and Loading and Provision of Parking) Order 2001 as detailed in the schedule to the report and that, if no objections are maintained, the proposals be implemented, in whole or in part, as soon as is practicable.

 

2)         That authorisation be given to advertise the intention to introduce the Traffic Regulation Order, as detailed in Schedule 3 to the report and that, if no objections are maintained the proposals be implemented as soon as is practicable.

 

3)     That authorisation be given to advertise the intention to revoke the Traffic Regulation Order, as detailed in Schedule 4 to the report and that, if no objections are maintained the proposals be implemented as soon as is practicable.

 

4)     That authorisation be given to advertise the intention to introduce The Traffic Regulation Order as detailed in the schedule 5 to this report and that, if no objections are maintained the proposals be implemented as soon as is practicable.

 

5)     That any objections maintained be reported back for consideration.

06/12/2022 - Wythenshawe Road Area, Sale - Proposed Waiting Restrictions: Consideration of Objections ref: 1174    Recommendations Approved

Problems caused by parking related to local schools and daytime, on-street parking by non-residents in the Wythenshawe Road area of Sale have been the subject of complaints made by residents to the Council and Ward Members for several years.

 

It is considered that the area would benefit from the introduction of junction protection and that its introduction would alleviate obstructive and potentially hazardous parking and make the area safer for all road users.

29/11/2022 - Itron Development - Christie Road/Renton Road area, Stretford - Proposed Waiting Restrictions, Event Day Controlled Hours Parking Permits, 20mph Speed Limit and Amendments to Traffic Calming: Consideration of Objections ref: 1172    Recommendations Approved

A planning application was approved in April 2019 (ref95723/FUL/18) for the construction of new dwellings on the former Itron factory site which is bound by Talbot Road, Christie Road and Renton Road in Stretford.

The new development fronts onto Christie Road and Renton Road which are located within an existing 20mph speed limit zone and Event Day Controlled Hours Permit PPD Parking Area and there are waiting restrictions on Christie Road. In order to integrate the new development into the surrounding roads, eliminate the displacement of non-resident parking on event days and maintain road safety and access it is proposed to introduce waiting restrictions, Event Day Parking Permits and create a 20mph speed limit to cover the new development cul-de-sac.

Since agreeing the traffic calming changes on Christie Road and Renton Road, the developer has discovered that the two speed tables on Christie Road cannot be installed as planned owing to the presence of a high-pressure gas mains pipe and it is therefore proposed to change both speed tables to speed cushions.

The formal advertisement of the proposals was undertaken on 18August 2022 for three weeks where 4 letters of objections were received and 2 letters of support.
