The report seeks to address a long-standing problem of development sites within Old Trafford which have a legacy of difficult or sub-standard construction. There are a cluster of developments located at the heart of Old Trafford which are beset by a variety of problems linked to the way in which they have been developed – either through non-compliant construction, subsequent dilapidation, or complex ownership.

Collectively these represent a dis-incentive for investment and regeneration – and in many cases the sites are a wasted housing resource. The report seeks to highlight the nature of the problem and the main sites involved. A second report under Part 2 of the agenda sets out the site-specific issues in more detail along with proposed actions.
