Notice of Intention to Take Key Decision
Notice is hereby given in accordance with Regulation 9 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that it is intended that, on or after 26th March 2020, the Executive Member for Health, Well-being and Equalities will take the Key Decision as set out on the appended schedule.

S75 Better Care Fund and Improved Better Care Fund Agreement 2019-21 Between Trafford Clinical Commissioning Group and Trafford Council
The Better Care Fund was introduced by the Government from 1st April 2015 consolidating a number of previous funding streams into one pooled fund which is hosted by the CCG. This fund includes monies for the protection of adult social care. The expectations of the Government of having a Better Care Fund are to promote better integration of health and social services for individuals and deliver cost benefits across the whole system. The Better Care Fund is the subject of a Section 75 agreement*, which describes how the money will be managed.
The report will request delegated authority to the relevant Executive members to agree the s 75 and to the Corporate Director to sign the section 75 agreement for the period April 2019 to March 2021.
The s75 is a requirement of NHS England for the period specified. The decision is urgent is order to meet the necessary requirement for the allocation of BCF monies to Trafford, and it has been agreed that it will not be subject to call in.
*A Section 75 is an agreement made under Section 75 of National Health Services Act 2006 between a local authority and an NHS body in England.

In October 2017, a paper was submitted to the Executive in relation to the Better Care Fund. This paper also asked for delegated authority to sign the section 75 agreement between the Council and CCG. The recommendations in this report were all agreed.
