Notice of Intention to Transact Business in Private Session without 28-Day Notice

Notice is hereby given in accordance with 5(7) of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that it is intended that an item of business will be transacted in a private session by the Executive at its Meeting on 23rd November 2020, where a notification under Regulation 5(2) has not previously been issued. This business relates to:

• Highways, Transportation, Environment and Consultancy Services (HTEC20); Update Report & Proposed Next Steps One Trafford Partnership

The report is for information, and, as was always intended, a report is to be included in the public section of the agenda. However in its preparation a number of confidential matters have arisen which will need to be dealt with by way of an accompanying report to be received in private session.

This accompanying private report is therefore subject to the provisions of Regulation 5.  Notice is given in accordance with Regulation 5(7) that the Chair of the Scrutiny Committee has been advised of this issue, and has agreed that this business is urgent and cannot reasonably be deferred.

The reason why this business is urgent and cannot reasonably be deferred is because the report is recommending that the Council initiates a review process under the terms of the contract. In order to do so the process needs to be initiated in December. There would not therefore be sufficient time to commence the process as set out in the report if the matter were to be deferred to enable notice under Regulation 5(2) to be given.
