Notice of Urgent Key Decision taken without 28-Day Notice
Notice is hereby given in accordance with Regulation 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that it was impracticable to give 28 days’ notice of the taking of the following decision, which is a Key Decision taken under delegated authority by the Executive Member for Finance and Investment, on 20th November 2020:
· Trafford Discretionary (Additional Restrictions) Grant Fund
The reason for which it has been impracticable to give 28 days’ notice of this decision is as follows:
· The Council has been waiting for final Government guidance on use of the funding and discussions across Greater Manchester on scheme principles. Giving notice following the outcome of these discussions would delay the Council being able to provide timely financial support to local businesses.
The Chair of the Scrutiny Committee has been advised of this issue in accordance with Regulation 10.
Notice is further given in accordance with Regulation 11 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that the same decision was taken on the basis of urgency, and was therefore subject to the provisions of Regulation 11.(1). In accordance with these Regulations, the Chair of the Scrutiny Committee has been advised of this issue, and has agreed that the making of the decision is urgent and cannot reasonably be deferred, for the following reason:
· Given the severe financial challenge faced by businesses in Trafford it is important for the Council to be in a position to award grants under the terms of the scheme as soon as possible.
