To receive and if so determined, to approve as a correct record the Minutes of the meeting held on 17^th January 2013.

RESOLVED: That the Minutes of the Public Protection Sub-Committee meeting held on 17^th January 2013 be agreed as a correct record and signed by the Chairman.

To consider a report of the Head of Public Protection.

The Head of Public Protection submitted a report requesting Members to consider how the findings of the 2012 “Unmet Demand Survey” will be implemented within the Borough.  The Sub-Committee considered the contents of the report and representations made at the meeting.

                   RESOLVED –The Sub-Committee agreed:

(1)                   That the findings of the unmet demand survey be noted.

(2)              To issue an additional five licences each year for three years, however the matter is reviewable throughout the three year period.

(3)              That no new licences are issued until a full review of the Hackney Carriage vehicle specification is undertaken.

(Note: Councillor Freeman requested that it be noted that he disagreed with this decision)

Motion (Which may be amended as Members think fit):

That the public be excluded from this meeting during consideration of the remaining items on the agenda, because of the likelihood of disclosure of “exempt information” which falls within one or more descriptive category or categories of the Local Government Act 1972, Schedule 12A, as amended by The Local Government (Access to Information) (Variation) Order 2006, and specified on the agenda item or report relating to each such item respectively.

RESOLVED: That the public be excluded from this meeting during consideration of the following items on the agenda because of the likelihood of disclosure of “exempt information” which falls within one or more descriptive category or categories of the Local Government Act 1972, Schedule 12A, as specified on the agenda item or report relating to each such item respectively.

To consider a report of the Head of Public Protection.

The Head of Public Protection submitted a report requesting Members to consider an application for the grant of a Private Hire driver’s licence.  The applicant attended the meeting to enable Members to give the matter their full consideration.

RESOLVED: That Mr. C. S. M’s application for a Private Hire driver’s licence be granted.

(Note: The Chairman allowed the following item of urgent business as the driver was currently licensed as a Hackney Carriage driver.)

Section 57 Local Government (Miscellaneous Provisions) Act 1976

The Head of Public Protection submitted a report requesting Members to consider suspending a Hackney Carriage driver’s licence until such time as he provided a satisfactory medical certificate or letter from his G.P.

RESOLVED: That Mr. T. J. S’s Hackney Carriage driver’s licence be suspended until he produces a satisfactory medical certificate or letter from his G.P.
